At the Portugal Real Estate Summit 2021<\/strong>, the largest investment convention on the Iberian Peninsula held in Estoril on 29 and 30 September, international investors confirmed their interest in the Portuguese real estate market<\/a> and their optimism about the post-Covid recovery.<\/p>\n

Five years on, the predictions made at that summit have been largely confirmed \u2014 and in many cases exceeded. In 2021, over 80% of investors at the summit stated they wanted to invest in Portuguese real estate the following year. That momentum has not faded \u2014 the French, Brazilians, British and Germans remain the dominant buyer profiles, now joined by a growing presence of North American investors.<\/p>\n

Persistent challenges: bureaucracy and legislative instability<\/h2>\n

One of the key issues raised at the 2021 summit remains just as relevant in 2026: bureaucracy. Unpredictable approval timelines (18 to 24 months for a building permit) inflate project costs by 15 to 20%. Legislative instability \u2014 including revisions to the NHR regime and adjustments to AIMI \u2014 continues to undermine investor visibility. Above all, investors need lasting legal stability.<\/p>\n

Supply shortages in emerging segments also remain a structural challenge: 25,000 student beds are missing in Lisbon and Porto, and senior living supply is almost non-existent outside a handful of pioneer projects.<\/p>\n

2027 outlook<\/h2>\n

The leading consultancies anticipate more moderate but solid growth: +6 to 8% nationally, with Porto and the Algarve more dynamic (+10 to 12%) than the now mature Lisbon market (+5 to 7%).<\/p>\n
