La <strong>ville de Lisbonne<\/strong> cherche donc \u00e0 cr\u00e9er une voie d&rsquo;acc\u00e8s au logement \u00e0 des prix inf\u00e9rieurs \u00e0 ceux actuellement pratiqu\u00e9s sur le march\u00e9.<\/p>\r\n\r\n\r\n\r\n<p>Selon la proposition de la conseill\u00e8re Paula Marques: d&rsquo;une part, la municipalit\u00e9 c\u00e8de sa propri\u00e9t\u00e9 pour construire ou r\u00e9habiliter des biens immobiliers \u00e0 Lisbonne et d&rsquo;autre part, les coop\u00e9ratives r\u00e9servent certains logements pour la PRA. Le <strong>conseiller municipal de Lisbonne<\/strong> pr\u00e9cise que \u00ab\u00a0Pour surmonter cette crise du logement, il est essentiel de r\u00e9guler le <a href=\"https:\/\/essencial-portugal.com\/fr\/immobilier-portugal\/marche-immobilier-portugal-2019\/\">march\u00e9 immobilier de lisbonne et du Portugal<\/a>, d&rsquo;accro\u00eetre l&rsquo;offre publique et de r\u00e9unir plusieurs partenaires qui peuvent contribuer \u00e0 combler les lacunes qui subsistent.\u00a0\u00bb<\/p>\r\n\r\n\r\n\r\n<p>Cette proposition de r\u00e9gulation des loyer \u00e0 Lisbonne ne d\u00e9finit pas le pourcentage de logements qui devrait \u00eatre allou\u00e9 \u00e0 la PRA, mais l&rsquo;attribution est obligatoire dans toutes les op\u00e9rations promues par les coop\u00e9ratives qui impliquent plus de dix logements. Seuls les ouvrages que la collectivit\u00e9 locale consid\u00e8re comme \u00ab\u00a0petits\u00a0\u00bb (c&rsquo;est-\u00e0-dire de moins de dix logements) sont exempt\u00e9s de cette obligation.<\/p>\r\n\r\n\r\n\r\n<p>Dans les op\u00e9rations impliquant des PRA, c&rsquo;est la coop\u00e9rative qui per\u00e7oit les loyers mais c&rsquo;est la chambre qui s\u00e9lectionne les locataires selon les r\u00e8gles du programme. Celles-ci seront semblables \u00e0 celles d\u00e9j\u00e0 utilis\u00e9es dans le cadre du Programme de revenu conventionnel, dans le cadre duquel les parties int\u00e9ress\u00e9es se soumettent \u00e0 un tirage au sort, toutes sur un pied d&rsquo;\u00e9galit\u00e9. La seule condition d&rsquo;acc\u00e8s \u00e0 ces logements \u00e0 prix r\u00e9gul\u00e9s est que le loyer ne repr\u00e9sente pas plus de 40% du revenu mensuel du m\u00e9nage.<\/p>\r\n\r\n\r\n\r\n<p>Cette proposition de la <strong>Mairie de Lisbonne<\/strong> intervient environ deux mois apr\u00e8s l&rsquo;approbation par le Gouvernement d&rsquo;un amendement l\u00e9gal qui permet aux coop\u00e9ratives de logement d&rsquo;\u00e9tendre leur activit\u00e9 \u00e0 la r\u00e9habilitation de biens immobiliers, b\u00e9n\u00e9ficiant d&rsquo;un soutien fiscal et financier de l&rsquo;Etat si les logements sont vendus ou lou\u00e9s \u00e0 des co\u00fbts contr\u00f4l\u00e9s.<\/p>\r\n\r\n\r\n\r\n<p>Paula Marques dit, dans le texte qui m\u00e8ne \u00e0 l&rsquo;assembl\u00e9e publique de ce mercredi, qu&rsquo;elle entend \u00ab\u00a0privil\u00e9gier la r\u00e9habilitation et l&rsquo;utilisation du patrimoine immobilier municipal\u00a0\u00bb, \u00ab\u00a0r\u00e9introduire les coop\u00e9ratives de locataires\u00a0\u00bb et \u00ab\u00a0privil\u00e9gier la propri\u00e9t\u00e9 collective ou copropri\u00e9t\u00e9\u00a0\u00bb.
